This creates a folder to save targetRegions after filtering. The folder is named as Filtered_trRegions_'filtering method'. If the folder exists, it will load the filtered target regions. It saves hours to avoid rerunning the filtering process.
There are some added codes to output csv files for filtered targetRegions.
