GPU: Protect also clusters rejected during the fit, use large tube for protection, and small tube for removal

This adds the configKeyValues in GPU_rec_tpc:
tubeRemoveSigma2 tubeRemoveMaxSize2 tubeProtectSigma2 tubeProtectMaxSize2
Tube size for protection is in cm:
min(sqrt(tubeProtectSigma2 * (clusterError^2 + trackCov)), sqrt(tubeProtectMaxSize2))
Analogously for removal tube size.

On top, it protects cluster that were attached to the track before the fit but then rejected, in case such clusters were needed for the seeding.

Added also tubeProtectMinSize2, since the estimation from the sigma can be quite small. Probably, protection at least 1cm is safer.
