ITS: template Tracker, Cell and Road

This templates the Tracker class itself whose number of layers is now entirely determined by the Interface.
Additionally the Cell class was templated to accommodate for more layers but for the cpu&gpu part.
This should make the transition for more layers like ALICE3 easier with the current code.
