DPL Analysis: rework table builder cursor signature logic

• Replace gsl::span with std::span
• Make sure the table fill cursor accepts span for variable-size array columns
• Make sure that the column getters do not return by reference, except for fixed-size arrays
• Ensure correct constness for getters and cursors
