When does the 12 month clock start?

Inspired by thinking about issue #5 , when does the 12 month clock start for a recipient? When they receive the binary? When they receive the Corresponding Source a year later? ... ?

And flip side: when does it start for a conveyer? The first time they convey? Any time they convey? Does the clock restart if they convey again? (Maybe I'm overthinking?)
