Description
Formally add support for EZSP v18 (EZSP Protocol Version 0x12) from "Zigbee SDK Version 8.2 Revision 2" used by the Zigbee EmberZNet 8.2.2 SDK.
Silicon Labs released "Zigbee SDK Version 8.2 Revision 2" as part of "Simplicity SDK Version 2025.6.2" package on the 24th of September 2025.
Zigbee SDK Version 8.2 Revision 2 (September 24, 2025) == EZSP v18 (EZSP Protocol Version 0x12) is also refered to as Zigbee EmberZNet SDK 8.2.2

Adding formal upport for EZSP v18 (EmberZNet Serial Protocol Version 17 == 0x12) in bellows will clearity to users that EmberZNet 8.2.2 is supported "on paper" by bellows and ZHA even if do not technically need to explicitly support every protocol version unless fundamental commands change. Note however that there have been many major changes between EmberZNet v7 and v8, both internally under the hood and in the way of CLI/API.
