Improve mandatory training for RMs #39

The CMC could provide additional mandatory training, to be completed online. This training's focus is to upskill RMs and ensure that they all have the basics of customer relations learnt and in practice. Also, if an RM is under performing for an extensive period of time the CMC will prompt them to take some "refresher training".
