Implement Heartbeatting for Connected Nodes

Nodes should send periodic heartbeats to each other to ensure connected nodes are still operating. We should also investigate whether or not we would be able to calculate the round trip time (rtt) to the node for each endpoint through this process. The heartbeat and RTT would be helpful in determining link stability.
