Update repo contents for consistency

Hey @riverma, I've added this issue that you can reference in a pull request to address the need to add files that are missing from this repo based on the repo template you have created.

    Hey @anilnatha - this might be a good repo to add some of the template-repo file essentials (e.g. pull request template text). Mind if I send out some PRs for the file content on this repo?
