Removing a student from a team breaks provisioning #356
Description
If you remove all students from a team on the admin page, the team will continue to exist.
When you attempt to provision repos, planProvision catches an error caused by a team being empty, which disallows any provisioning from occurring.
From the UI this error is completely silent, and it just looks like there are no repos to provision.
