Add GCP OAuth2 detector

Description

Currently TruffleHog doesn't have a working GCP OAuth2 credentials detector.
As an enum exists for it, the functioning detector should be added.

Additional Context

Megalinter does support (via one of linters) finding plaintext OAuth2 credentials, while TruffleHog doesn't.
