Draft budgeting document for sponsorship money

The idea is to track three different things:

• General operating costs (hosting, video equipment purchasing, etc.)
• Funds to cover grant expenses (code4sac wants pizza, SacJs wants to fly in a speaker, etc.)
• Per-group budget to fund earmarks
