Allow anyone to liquidate position if collateral depleted

This would allow a liquidation bot, or any user, to trigger the liquidation on the case where the loss on buyback + exchange fees + slippage + liquidation fee is greater than or equal to collateral (roughly, although parameters will be more specific)

This liquidation would exchange the swapped loan back to the denomination the loan currency started with.
