Fix ArtEvalBench's Acto (SOSP'23) entry #44
Description
The "environment setup" oracle for Acto is overly conservative and checks for precisely Python 3.8, not accounting more recent version.
Also Acto (SOSP'23) has been recently patched to allow the artifact to load pre-packaged operators when the original image online is no longer available.
