Torchlight !say conflicts with admin commands when admin

!say test is working with torchlight but also makes an all message. This should be disabled for admins and donated admin or a least not working with torchlight. An lsa was warning a donated admin that he would be removed if he used !say test

While !sayen test is the torchlight version with the same voice.
