Bulk Attachment Import role not letting user validate

When you give a user the bulk attachment import role they need an extra permission before they can validate the dataset.

To Reproduce
Steps to reproduce the behavior:

1. Create a user with the bulk attachment import role
2. Create a dataset
3. Try to validate
4. See error

Expected behavior
A clear and concise description of what you expected to happen.
I feel like the bulk attachment import role should give full permissions for bulk attachment import.
