Ability to modify Docker settings from within Specify 7

It would be great if Specify Cloud administrator users could configure the Specify version manually and restart services without us needing to intervene. This is something that would be useful for all docker installations of Specify 7.

Possible implementation:
Have an admin panel for Specify 7 that will be in a separate docker container
That admin panel has access to modifying the docker-compose (or some other file on the host system that will in turn modify docker-compose)
There is a program that watches for docker-compose changes and re-runs docker on changes (like in test panel - https://github.com/specify/specify7-test-panel/#watch-for-configuration-file-changes)

Obviously, this could introduce security holes and would add additional steps to deploying specify 7

A more practical implementation would be for us to provide some sort of admin panel for cloud hosted instances, where they can go to initialize backups, as well as change version

I like @maxpatiiuk's suggestion here. We should discuss this when moving to AWS.
