v10 updates

Change pinout of GPIO 15-23 (SDIO pins have funky behavior when not configured)
Connect fuel gauge alert pin
Move SD power control to own circuit that creates VOUT net
Change STAT LED to get powered from VOUT
Change RGB jumper to NC
