Proposal to establish a Solid Verifiable Credentials Panel

This is a strawman proposal to create Verifiable Credentials Panel.

There is clearly much interest in Verifiable Credentials throughout the community, the main question is whether it needs its own panel or if it can be done within an existing panel. I'll open this for the community to chime in to see if we can find consensus on what to do with it.

Personally, I don't think there is quite a lot of stuff that isn't overlapping with authentication or authorization, so that a new panel is warranted. There is also much overlap with the VC CG, so a panel is likely to attract members of that community that may not have a broad interest in other Solid considerations. I think a panel would make it easier for them to contribute and thus bring more targeted expertise to the effort.
