CodeCarbon wont work in offline #732
Description
Codecarbon has an offline mode, but we dont use it in our offline mode. Hence if you try to use codecarbon with offline, it will just hang waiting for a API response.
This is a blocking issue, must be fixed for v2.0.0 (or throw an appropriate error if not fixing, dont just hang)
