Replace info object with label-based filtering and support label management in RustCost

Transition the current filtering mechanism from the info object to labels (team, service, env).
Ensure that search operations use these labels for filtering.
Additionally, implement label management capabilities within RustCost, including adding, deleting, and modifying labels.
