Implement `#[cfg]` in `where` clauses

This PR implements rust-lang#115590, which supports `#[cfg]` attributes in `where` clauses.

The biggest change is, that it adds `AttrsVec` and  `NodeId` to the `ast::WherePredicate` and `HirId` to the `hir::WherePredicate`.
