SPIKE: Can We Compress Video on Upload

There are some requests for larger video files but there are big concerns with how well the users can handle large files. Their devices can be older and lack storage. Their internet can be unreliable.

We have the ability to compress and otherwise alter images when uploading. What options, if any, are available for us for optimizing the video they upload?

Also, what non-app solutions and advice can we offer them? Can we give them guidance on how best to encode their videos for optimal size/quality? What tools (paid and free) could they use?

If data consumers can't handle large files, clients should not upload large files.
If video should be longer, then clients should look for a better compression.
