piggyback URI of fallback?

When the client goes to the secondary resource, and that resource is not yet available, it might be good if we could piggy-back a fallback URI to the request, in order that the secondary server can obtain the resource itself.

Q: which spec does this belong in?

I suppose that you mean something like:

Link: <https://origin.examlple/blah...>; rel=alternate

I wasn't imagining that this would be necessary, you would only advertise a secondary once you were sure that it was there.

Are you saying we could just re-use the existing "alternate" link relation?
