I think `checkPendingEscalations` is incorrectly duplicating timeout logic

"Pending Escalations" should refer to votes that have been decided but not yet executed, e.g. lazy consensus votes that have crossed the minimum for an action to be taken, but have not yet closed to voting. I think the `escalationResolve.ts` file's `checkPendingEscalations()` function is incorrectly running the `tallyVotes` function when it should merely take the specified action
