Are initial permissions necessary upon installation of the extension?

Are initial permissions necessary upon installation of the extension? E.g. I don't use a lot of those websites supported out-of-the-box, ever. It would be nice if they don't need to be granted, only if the user wishes to (i.e. opt-in on built-in support for those websites after installing, then require permissions).
