chore: decide if we shared configuration, dependencies, tooling in all tools

If we want to share configuration and libraries used in various tools. This may not be accurate as this implies updating all the tools at the same time. Some that are not used not often would be updated whereas we don't care and this would be extra work with low value.

define globally with npm.rc

dependencies management
decide if we use pnpm or npm workspaces globally
pnpm:
