[Ch4Nb07] Fixed path issues and version problem

1.	Added try except block for window and colab and also checked if the file is already present or we need to download it.
2.	Fixed the path issues.
3.	Upgraded Ktrain version from ‘0.2.2’ to ‘0.26.3’
