rm table scroll glyph and capture zone when staticPlot:true

- this fixes orca PDF exports viewed in the Chrome PDF viewer
  (and possibly other PDF viewers, but not GNU's evince).
- this doesn't affect the baselines as those pieces only
  appear on mouseover.
