`pipecat cloud docker build-push` returns process success on failures

Steps to reproduce:

1. uninstall docker (or just use WSL2 where this happens on a weekly basis :D)
2. pipecat cloud docker build-push && pipecat cloud deploy

Expected:
deploy not attempted
Actual:
Even though build-push failed, it tries to deploy
