Chat messages sent via API shouldn't interrupt cron_bot runs.

Currently, sending messages using the chat API interrupts the running of cron_bot upgrades in the same way as user activity.

This seems weird, is annoying, and feels counterintuitive.

It is also seen by the community as rude to use this as a "mechanic" for keeping valuable tier 3+ cron_bot upgrades loaded at no cost, with no way counter.

To quote @Fayti1703 from the hackmud discord:

It's seen as rude because you're keeping a very expensive, very valuable cron loaded at T3+ without paying any cost for it, which would otherwise be a huge consideration in how to approach the defense
and also because there's no counterplay

I feel that this behaviour shouldn't be the case, and that chat API messages shouldn't interfere with cron_bot runs.
