Simplify the Build-Windows script

Make that script simple enough given that the project will operate from within an "x64 Native Tools Command Prompt for VS".

I am conflicted about this. I must resolve the location of the VS Build Tools case and see how that works.

It may be more important to agree on the cl.exe call and the parameter scheme.
