Preserve the PG macro database and make it easily available to authors through PGproblemeditor tabs. #9

Description

@mgage

The PG macro reference database should be preserved and probably moved to
a new database that is more easily accessed. It can form the basis of a "just in time" lookup
of PG subroutines from the PGproblemeditor page. It is a little out of date but represents many hours
of pulling subroutine data out of the PG code base.
