Re-bulild CodelistVersion's compatible_releases #2913
Description
Why are we doing this?
Previously, CodelistVersion compatibility with CodingSystemReleases was done (in part) by comparing the version's cached hierarchy with one generated using the incoming coding system release in an erroneously
order-sensitive manner.
This means that for many codelist version's we do not hold the correct version compatibility information.
How will we know when it's done?
All existing codelist versions have correct release compatibility information.
What are we doing?
Once the hierarchy comparison logic is corrected, we should rebuild the release compatibility information for all codelist versions against all available coding system releases.
