View and Create free text tags in the tagging drawer

When a user has access to a free text taxonomy, make it available for use in the content tagging drawer. e.g. "Assignments" is a free text taxonomy here.

• Typing in the box should have auto-complete tag suggestions using [Tagging] Autocomplete Tags REST API #76 . But you can also type new things and press enter, even if they weren't previously used as tags. (This is the "free text" portion).

Unlike regular taxonomies, the dropdown should not have any hierarchy or checkboxes; just a simple list of auto-complete suggestions based on matching tags that are already used in the taxonomy.
