Get shared workflows from .github repo working on tickets within the .github repo

The add-remove-label-on-comment.yml workflow doesn't seem to be working on PRs in this repo, please debug and fix. I'm unsure if this same problem exists in other repos as well.

Reasoning

I tried using the workflow to add a label in #29 (comment) , but it doesn't seem to have triggered even after waiting 15 minutes. The workflow is present (although I had to double-check, given that the template for it also lives in this repo). It looks like it last ran 6 months ago, although most of that is probably lack of triggers: https://github.com/openedx/.github/actions/workflows/add-remove-label-on-comment.yml .

@jmbowman can you test in another repo? I'm not convinced the template-callable https://github.com/openedx/.github/blob/master/.github/workflows/add-remove-label-on-comment.yml actually would work in the .github repo. Try it now, on this ticket.

Also, this looks like an engineering issue more than an a tCRIL on-call thing. We're not even sure calling a shared workflow template from its own repo would work.

I'm taking the liberty of taking the GH Request label off, moving this issue to the .github repo, and putting it on our backlog to look into. We'll of course also entertain any PRs that come our way.
