Clean up and rename the GitHub teams

Hi! I am really liking Backstage, but one thing that gets me is the lack of team name consistency (at least in 2U)… is there a way to have teams to have some sort of prefix to know where they come from? I find a name format like “2u-aperture” to be easy to sort on, if one wanted to understand the gamut of 2u ownership…

I believe the names come from GitHub teams, which would mean the question becomes "Can we rename all the GitHub teams using some convention?" Which is a strong yes from me but maybe there are some downstream consequences I'm not thinking of. I'll bring this up in tCRIL's standup today.

We talked in standup and agreed this was a good idea.

First step of applying this will be the deletions. I posted in #ask-2u asking if anyone wants to pair. Marking as blocked until next week.

Deletion meeting scheduled for Wed 6/20 at 2pm Boston time. We will deploy edx-platform to courses.edx.org after deletion and fix any problems. #ask-2u has been notified to run their pipelines before and after the team deletions.

All teams marked Delete were deleted and all teams marked Merge were merged.

No action taken on the Rename entries yet. I want to first scan the openedx org for code which depends on team names that will change, and then make updates. Actual renaming will probably happen after July 4th weekend.

I have been incrementally renaming teams to match https://openedx.atlassian.net/wiki/spaces/COMM/pages/3555852316/GitHub+Team+Naming+Conventions.

Jeremy R will be giving Axim a list of bulk updates to make to 2U teams.

At that point, we should be good to do a final sweep and close this out.

@feanil This is like 90% done... there are just a few unprefixed old teams left that we'd need to rename and then update in workflow/CODEOWNER files. I wouldn't call it high priority, but we could probably bang this out when one of us a spare hour or two.

I've gone and cleaned up some of the old 2u-legacy team but I'll see if I can do more after their transition is complete.
