🧩 Fix: when generating the running pipeline cannot be delete

### Description
- When a pipeline is running, the Delete button of a Pipeline must be disabled.
- This same deletion constraint must be applied to all associated records within that active pipeline.

In this fix it is also required to check the current status of the "Review" page in particular when approving or rejecting records maybe something could be not work poperly.
