Create specified uid on import

From the CLI a user can:

1. Import over an existing user
2. Import and create a new user with the uid contained in the export

A user should be able to import and create a new user with the uid passed via the CLI

Hum, priority for that seems quite low to me, as this can easily be done in two steps: Create the user with user:create and import into it.
