Installation issue

Can't install with the following error:

Installing this package requires the following feature and its associated permissions: Apex Classes

I have Professional Edition which is supported according to the docs.  I have financial services, not sure if that makes a difference.  I reached out to SF support and of course, this is not in their scope.
