Enforce hostname checks between Fort Wayne and Phoenix containers to not match

There is an issue identified week of 12/8/25 that can be reproduced by making a container with the same hostname as a container already existing on the Phoenix cluster. Doing so will create the container but an SSH port will not be provisioned to the host. There needs to be a check before a Fort Wayne container is created if the hostname already exists on both the Phoenix nodes and the Fort Wayne node.
