License of data files and libraries shipped with Windows? #151

Are the icu libraries shipped with Windows and the data files shipped in Windows below C:\Windows\Globalization\ICU covered by the same license as the source files in this repository?
I'm asking because I want to run an application under Wine (Windows emulation on Linux), and the app needs the ICU dlls plus the data files. I'm wondering whether I can ship the DLLs and data files (unmodified and with appropriate license file, of course), or whether I would have to rebuild the DLLs and data files from source.
