Migrate React-Virtualizer into fluentui-contrib

The react-virtualizer is going to live in the fluentui-contrib repo and moved to stable:
https://github.com/microsoft/fluentui/tree/master/packages/react-components/react-virtualizer

As part of this process, we should enable headless browser testing to ensure the IO works as expected.
