Drawer + Model Dialog component causes data grid scroll to top and bottom on every state change.

How to Repo.

1. Use react-data-grid-react-window use with data long enough to allow for scroll to show.
2. Open Drawer from @fluentui/react-components. Include in the drawer compoents with state such as .
3. Add means to open Dailog from within Drawer.
4. Close the dailog
5. Using switch from step 2 you can see that the data grid scroll bar changes positions. For some reason reacting to the change in state of the swtich even though the switch is a nephew element.
