Add check to the module to ensure that the latest AzureStackCertificationAuthority Cert is present on all NC nodes based on the lastest in the hosts

Is your feature request related to a problem? Please describe.
Lately we have had multiple issues where the cert rotation fails or for some other reason the latest AzureStackCertificationAuthority Cert doesn't end up installed in all NC nodes. This results in auth failures with the hosts which breaks environments.

I'd like the module to check the hosts for the latest version of this cert and ensure it's present on the nc nodes.
