Description of the new feature / enhancement

This is a major Accessibility issue that has not been addressed in over a decade in Windows. Adding the ability to tastefully create window borders for active and background windows would be a huge UI improvement to help users differentiate between windows and select and move window borders.

This is the perfect opportunity for PowerToys to pick up where Mainstream Microsoft dropped the ball and left it to collect years of dust!

Scenario when this would be used?

It will allow those with physical disabilities, cognitive differences, or vision issues to navigate the windows OS more efficiently and enable higher productivity as well as reduce the need to take breaks due to eye strain and cognitive exhaustion.

Personal Experience:
Struggling with hand injuries and cognitive exhaustion it is difficult to navigate with the narrow or nonexistent borders. Some apps now force not having borders which completely blend into my desktop background (which I keep one color for accessible reasons) and other windows.
