When auto-merging PRs, wait for required builds / checks to complete first

Merging will fail on protected branches if builds haven't completed yet. Additionally, it would probably be more desirable to wait until all required builds / checks are marked as passing before doing the merge/rebase to ensure bad code isn't pushed to a mainline branch.
