ComboBoxes aren't properly anchored

For some reason the comboboxes refuse to anchor properly to the window.

2 issues that I see.

1. The combobox Anchor should be [Left, Right]
2. I don't think the FlowLayoutPanel can't really be used here if you want the anchor behavior.

My suggestion is that you:

1. Set the ComboBox Anchor to [Left,Right]
2. Set ConfigFlagControl Anchor to [Top,Left,Right]
3. Change the type of the 'FlowLayoutPanel' to 'Panel'
4. Add a function to 'ConfigTabControl' to add the control where it sets the Location

Also (from a design perspective), I would suggest pushing the population/setting of the of the ConfigTabControl to the control itself.
