[gfortran-tests][OpenMP] Disable two tests that incorrectly pass

pr107214-6.f90, pr107214-3.f90 in gomp are passing incorrectly when
they are supposed to fail. Previously, they were failing incorrectly
with a TODO. The correct fix is to catch the issue in Semantics.

Pusing without review to get buildbot CIs to pass.
