Unicode characters wrong in DCV visualizer

This happens on a fresh install of the latest master, activator 1.3.10, Virtuoso 7.2.4 on Windows 10 x64, when I download the DCV sample files to the disk and then try to visualize them by uploading the files.

It seems that this is very much connected to Windows not being a UTF-8-based system. How did you download them? Save text from browser, I suppose...

Exactly. But when I open them in notepad++, they seem to be UTF-8

Please, zip those files and attach them into the issue, I will try to debug it on windows and see, where it gets converted.
